BISHKEK. A special team of specialists set up by presidential decree on January 2, 2003, started today consideration of draft amendments and changes to the Kyrgyz Constitution. Cholponkul Arabaev, head of the team, told RFERL today that the experts would not change any issues, already approved by the Constitutional Council last year. Their work is to edit the draft text without cardinal amendments to the previous proposals, including reforming the parliament from a bicameral to unicameral system, transferring some duties of the President to a single Parliament, and unification of the High and Arbitrary Courts into a single body, etc. 'The expert team does not have a power to make any big changes', said Arabaev.
