GOVERNMENT BEGINS WORKING OUT A DEMOCRATIC CODE.

First Vice Prime Minister Kurmanbek Osmonov held in Bishkek on 23 October the first meeting of the committee on realization of the national idea "Kyrgyzstan is a country of human rights". Its participants discussed a draft of the Democratic Code of Kyrgyzstan, prepared by the Ministry of Justice but could not agreed on it. It was decided to work out a plan of actions and to meet in February 2003.

President Askar Akayev announced on 30 May that Kyrgyzstan must become a country of human rights and said that Council of Democratic Security should be formed and a Democratic Code must be worked out in the country to protect human rights. According to him, if there is the Criminal Code there should be the Democratic Code too.
