BISHKEK. Kyrgyz President Askar Akayev signed a decree published today that prolongs a moratorium on the death penalty in the Central Asian country for another year.
Akayev first imposed a two-year moratorium on the death penalty in December 1998 to celebrate the 50th anniversary of the U.N. Universal Declaration of Human Rights. It was prolonged in the two subsequent years. A preamble to the decree said it affirms Kyrgyzstan's dedication to basic rights and humanistic principles.
Kyrgyz Ombudsman Tursunbai Bakir-uulu said on December 23, 2002, that he will propose President Askar Akayev abolish the death penalty in Kyrgyzstan. As he put it, abolishing the death penalty will be further evidence of putting into practice all the Government's slogans on making Kyrgyzstan a country of human rights.
