President Askar said in his address to the nation on 17 October that a new referendum would be held in Kyrgyzstan soon. According to him, a package of amendments to the current constitution, prepared by the Constitutional Convention, would be discussed in the country from 18 October till 18 November and then it should be approved through a nationwide referendum. The convention was formed by Akayev on 26 August and worked from 2 September till 2 October. Some opposition politicians were involved, however, they and the parliament said before the prepared amendments must be approved by the parliament, as the constitution requires.

According to it, the current bicameral parliament would be replaced by a unicameral one in 2005, after a new parliamentary election. The amendments also say that the president should define a structure of the government and appoint its members after consultations with the parliament. The judges of the country, the ambassadors, the chairman of the Central Election Commission and some other officials should be appointed after consultations as well.
