Spokesman for the Defense Ministry Mirbek Koilubaev announced in Bishkek on 12 November that an agreement on military-technical cooperation between the USA and Kyrgyzstan in 2003 was signed last week. According to him, Defense Minister Esen Topoev and U.S. army commander General Tommy Franks signed it in Washington, D.C. Topoev visited the US on 6-10 November and met with Defense Secretary Donald Rumsfeld and other US high officials discussing bilateral relations between the two countries.
